Twice in the Bible, a dove shows up right after the water.

The first time is after the flood. Noah has been shut inside the ark for months, with no idea whether the world out there is still dead. He sends out a dove. That evening it comes back with a fresh olive leaf in its beak. (Genesis 8:11)

Proof. Something out there was growing again.

The second time is at the Jordan River. Jesus comes up out of the water after His baptism, and the Spirit of God comes down "like a dove" and lands on Him. (Matthew 3:16)

Both times, the dove meant the same thing: the old is finished, and something new has started.

And the flame behind it? That's Pentecost. The Spirit came again, this time as "cloven tongues like as of fire" (Acts 2:3), resting on a small group of ordinary, scared, very unimpressive people. A few years later their enemies were complaining that they had "turned the world upside down." (Acts 17:6)

Water, then the dove. Then fire. That's the order it always comes in.
